Seminar of China-Central Asian Accounting Elite Exchange Program Opens

Core reminder: The first session of the "China-Central Asian Accounting Elite Exchange Project" officially opened at the Shanghai National Accounting Institute. On December 16, the first session of the "China-Central Asian Accounting Elite Exchange Program" jointly organized by the Shanghai National Accounting Institute, the Central Asian Institute of Regional Economic Cooperation, and ACCA (The Association of Chartered Certified Accountants) was officially launched at the Shanghai National Accounting Institute Curtain. Nearly 30 accounting standards setting departments, accounting supervision departments from all 11 member countries of the Central Asian Regional Economic Cooperation (CAREC) mechanism including China, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Turkmenistan, Georgia, and Experts from the practical circles attended the seminar. Li Kouqing, Dean of Shanghai National Accounting Institute, Iskandar Abdullaev, Vice Dean of Central Asia College, and Liang Shuping, ACCA Director of Greater China, attended the opening ceremony and delivered speeches.

In April 2019, the second Belt and Road Forum for International Cooperation was held in Beijing. Under the guidance and support of the Ministry of Finance of China, the "China-Central Asian Accounting Elite Exchange Program" submitted by Shanghai National Accounting Institute in conjunction with the CAREC Institute (hereinafter referred to as the Central Asian Institute), the Asian Development Bank and ACCA Was included in the summit results. The implementation period of each phase of the project is 2 years. It will be mainly aimed at officials from relevant departments in the accounting field in China and Central Asian countries, as well as experts from companies, industry associations, accounting firms and other accounting theory and practice circles. Through regular discussions and interviews, Various forms of activities, such as exchanges, will be conducted in-depth discussions and exchanges on the construction of the accounting system, the cultivation of accounting talents, the construction of the accounting supervision system, the construction of the accounting service system, the technological change and the development of accounting.

Promoting the “Belt and Road” connectivity

In his speech, Dean Li Kuaiqing pointed out that strengthening the construction of "accounting infrastructure" is an indispensable prerequisite for improving the level of economic development. A sound "accounting infrastructure" system can, to a large extent, promote a country's economic stability. Specifically, "accounting infrastructure" contains three elements: the accounting standards system, the accounting supervision system, and the accounting talent system. Among them, the accounting standards system is a standard for accounting and financial reporting. Its purpose is to improve the uniformity, authenticity and comparability of accounting and financial reporting. The accounting supervision system is aimed at ensuring the authenticity and completeness of accounting information. The system of supervision and management of accounting work composed of various forces such as social and social forces; the accounting talent system is the basis and key to the formulation, improvement, implementation, and accounting supervision of standards.

Judging from the status quo, the differences in accounting standards and accounting talents of countries along the “Belt and Road”, including Central Asian countries, are like global railways, which have wide, narrow, and standard rails. When goods move from one country to another, they must be unloaded and reloaded. Due to different orbits and different rules, transaction costs are greatly increased.

Focus on Central Asia, urgent need to improve accounting infrastructure

In order to promote the "China Central Asia Accounting Elite Exchange Project", Shanghai National Accounting Institute joined hands with ZTE New Cloud Service Co., Ltd. and ACCA in July this year to rely on the "Belt and Road" Accounting Research Center to focus on accounting infrastructure in Central Asia. Issues have been researched. Studies have shown that the accounting infrastructure of some Central Asian countries can no longer meet the needs of economic development. And due to differences in national conditions, the situation of accounting infrastructure construction in different countries varies greatly, and connectivity is poor. This has affected the economic development of countries and economic and trade cooperation between countries to a certain extent. As Central Asian countries have become more deeply involved in the “Belt and Road” initiative, local economies have become more integrated into regional and global economic development. In order to better integrate with the international community and attract foreign investment, many countries in Central Asia have Various measures are being actively taken to strengthen the construction of accounting infrastructure.

Concentrate on building a knowledge exchange platform for accounting infrastructure

The successful holding of the "China-Central Asian Accounting Elite Exchange Project" is the result of all parties making full use of their advantages and working together. As a regional international think tank for knowledge cooperation and sharing, the Central Asian Academy uses its influence in the Central Asian region to actively contribute wisdom and strength in the development of this project. The Deputy Dean of Iskandar Abdullaev of the Central Asian Institute pointed out that since the establishment of the CAREC mechanism, Central Asia has promoted trade and transportation facilitation in Central Asia, improved the investment environment in Central Asia, and provided financing for some regional projects. Many efforts have been made, substantial progress has been made, and important contributions have been made to the development of Central Asia. Both CAREC and the “Belt and Road” are committed to promoting connectivity and achieving shared prosperity. As an international common business language and an important "soft infrastructure", accounting can serve as a bridge for economic exchanges between countries. The "China-Central Asian Accounting Elite Exchange Project" will help promote the sharing of knowledge and experience in the construction of "accounting infrastructure" between China and the countries of Central Asia, and will also help further promote the Central Asian regional economic cooperation mechanism and the "Belt Docking and coordinated development of the "One Road" initiative.

As an international professional accountant organization, ACCA actively uses its international network and professional resources to do a lot of work for the preliminary research and preparation of the project. Liang Shuping, director of ACCA Greater China, said that ACCA is one of the pioneers in exploring the important impact of the “Belt and Road” initiative on China, the global economy and professional development. ACCA is very honored to jointly launch the "China-Central Asian Accounting Elite Exchange Program" with its partners, and will continue to conduct a series of "Belt and Road" surveys with partners such as the Shanghai National Accounting Institute to further explore the "Belt and Road" construction Facing the economic, social, cultural and other opportunities and challenges brought by the countries along the route, it has helped the smooth development of the "China-Central Asian Accounting Elite Exchange Program".

The 5-day intensive seminar will conduct in-depth and continuous exchanges and discussions on issues such as the construction of accounting infrastructure, the development and coordination of accounting standards through the organization of special lectures, experience sharing in various countries, on-site teaching of enterprises, and online communication. At the same time, this seminar will also establish a platform for exchange of international accounting talents in China and accounting elites in Central Asia. According to the plan, the project will also continue to hold intensive seminars in China and Central Asian countries in the next year.
